Fine never been been sorted out

Fine 4 U Is a business. They handle your fines for ext. I dealt with them in 2018 and paid my money over to them the amount they require. They never sorted it out because when I wanted to get my driver's license they could not give it to me because my ID is blocked off the fine had never been paid. Now they making just excuses and said they did paid it and done their work and they send the rep to RTIA. Should they not make sure it is done ext. I am a Sascha drawer and I do not have not the money which is over a R500 because off the panelty fees. They do not want to take any responsibility for. it What now???
