Ignoring my requests

I am constantly receiving (on a daily basis) calls from Finchoice to the cell phone that my company has provided me with. For the past few months I have been trying unsuccessfully to get this matter resolved. The agents calling say's it that they cannot remove the number as it is only the Dialer Administrators that could do so. Supervisors are rarely available and I am told that managers are rarely at the office. Emails are ignored. Dialer administrators say that the number has been removed from the list, but I'm still receiving calls? Clearly they are not willing to deal with this matter.
