Annual levies pàyments

Annual payments of levies means 12 month period (yearly),to FSB their annual is anything from 2 months to 6 months,because a license issued on August 2017 already has annual levy due for 31st October 2017. What services has it provided to the customer. A licence registration fee was paid upon issue of the licence, so now they demand levy payment due in less than 12 months of first issue date and quotes us with a government gazette 40912 of 12 June 2017,it also states yearly payment and no pro rata payments discussed. This is day light *******,how does one pay such levies when a company is still dormant and nontyrn over made.
