Advise of a new property

I'd like to lodge a formal complaint between sales agent of Finally home Property brokers. My husband Kwanda Ngumbela bought a house in Devland 2017, through agent Nontobeko from Finally homes. The bank approved everything in August 2017. We pay an amount for the deposit and Transfers. In the beginning of December2017 we moved in, as per sales agent advised us. She said the house is empty. And she told us the house will be registered anytime soon. While we were occupying the property, there was no water. But they said everything will be fixed soon.

The house was registered 1 March 2018 and we are still struggling about water. The last time we saw the sales agent, it was January 2018. When she came and demanded the rent. We asked how can we pay the full rent but there's no water. But all and all we decided to give them rent. But now she is quiet agent is quiet about this issue and we are stuck without water. We went to the DEED office and ask for an advise. They told us to go the CITY power to open an account. Now its been another month without water. Even before the house was, There was an issue of the BANK don't want to pay rates. But when we call the standard bank they told us that they paid. I am worried about my husband is sick because of this matter. And is suffering from depression. We are uneducated, and we don't know these process.

We have tried our best but no luck. Can you please help us with this issue.
