this man takes money from people without helping

I had a ccma hearing and someone recommended me to Frank rhoda. He told me that the only payments that i will have to make is joining the Union, Fedusa which is R142, once off payment as thats a requirement from the union, which i agreed upon. After the hearing and he heard that I've won my case and my ex company had to pay me out a certain amount he then told me that i must pay him 10% of the payout. Which was an amount of R9600, which i did. Now that i need his help, his no where to be found, not answering ph calls or sms's. My question is, was he allowed to do this and where do i go from here? Urgently need help regarding this man, his taking money from pple and not helping them!
