Shipment released from customs and sent back

My parcel arrived on the 13th of November,it was held at customs and some documents were requested proof of payment,invoices and product literature which I gladly provided. My parcel was then released on the 25th of November and I was asked to pay duties and vat of R3000, I was so excited thinking I will finally get my package then all of a sudden my parcel is sent back to inspection again ..for what reason I don’t know!! And I am really really frustrated,just earlier this year I had issues with them when they left my other box and only shipped one box and then had to make calls until I was told the real reason they were not shipping is because they’d left the other box in china.. I really don’t know why I keep shipping with them!!
