Reckless driver

I wish to lodge a complaint against the driver of vehicle reg. nr.: CV 01 JV GP (who was making an ******* u-turn from Hatfield Christian Church entrance, turning right into January Masilela drive) around 08:35am this morning. Without looking for oncoming traffic he made the u-turn right in front of our vehicle and I had to swerve out of the way and slam on the brakes to not drive straight into him. Both my 18month old and 3 year old children were in the car with me - and the driver had the audacity to throw hand signs at me when I opened my window and asked him what the hell he was doing !! I'm sure there are cameras in that area - I hope you will address the situation and take action against the driver or I will get the video footage and take the matter further. He is a danger on the road, if I drove into him my children will without a doubt have been seriously injured !!!!
