Please release my parcel

I have buy things online clothes worth R 928,15 and the Shipping R596,24. Now custom clearance want me to pay over R4600 for tax duties of which that amount is ridiculous i can't pay that kind of money. I fail to understand Customs clearance can be more than the purchase cost it's not cigarette. Which is charged by Nicotine, i don't know which terrif code did they use and the value you used to clear the goods? I don't understand how this work I'm confused. And their busy saying if u don't support local u will charge that amount how many people buy clothes from outside the country but never payed such amount.
