Package stuck in customs for 2 weeks after clearance

I've been trying to get my FedEx package out of customs for the last 2 weeks. In the beginning a FedEx agent helped me to submit all needed paperwork that was requested by customs. 48 hours later my packaged got cleared but then still hasn't returned from customs, however the tracking updated changed to "International shipment release". Since then I've been calling FedEx literally every day and apparently my package went through the Department of Health and got clearance from them but STILL not getting released. The agent who is working on this case is apparently nudging it every day from her end but still not getting any feedback. It's very disappointing that there is nothing more effective seems to be able to be done to get this package out of the customs. I've been waiting for it for a month and now it's at the point when I urgently need the content of it literally in 24 hours. Something needs to be improved on this line. I've used FedEx for many years and I can't believe that nothing effective can be done on this case for this long.
