Incompetence

Samples arriving from Germany. Fedex call me for importers code. I supply it over the phone to the lady. Then they call my supplier in Germany saying there is a delay in shipment due to no importers code. Then they phone me again today at 16:30 to request the importers code. The lady asks me what is in the parcel, although stated on the invoice. I confirm and ask her if they are going to charge duty. She says yes 10%. I pulled up my tariff book which states under section 4911.10.30 - Cut samples of cloth, leather, linoleum, wallpaper, carpets or plastic, in book form
