Cheating the public

I bought a jacket from them, on my way out, I saw they are selling the same jacket with a skirt for the same price. I went to the manager and ask him, how does this work, he keep on telling me it does not matter if it is a set or a single top, the price stays the same, but my jacket did not have a skirt with it, and there were no skirts available. But he refuses to listen to me.
