Always Excuses

So during my 9 months of building, this is the only supplier that has simply not delivered the goods. I don't even know what to think anymore, he answers his phone about every 3rd day and he says he's coming to install the bar tomorrow, but this has been going on for more than 2 months already. This man has used literally every excuse in the book - and now I'm done with giving him second chances. I can only assume that he has run away with our deposit and I'll need to go open a case against him.
