Disabled man refused medical assistance at hospital

My father is in a wheelchair (paralyzed) he has been sick for a few days with extreme pain, we called the ambulance and they took him in to verre oos hospital, once he got there in the state that he was they told him to go home because it was too late to take him in (16:30) and gave him a packet of pain ****ers, he still has extreme pain, nausea I can't believe that they are refusing to take him in, he does not have medical aid and is paralyzed, what is he suppose to do?
