REFUSAL OF REFUND AFTER HAVING AGREED TO PAY BACK

I enrolled in this institution and paid more than I was supposed to, The inevitable circumstance happened and I reported it to the admin, they told me I will have a grace period of 3 years before my money can be deemed lapsed with them but I explained to them that this was impossible because I am moving provinces, I asked to be provided with an alternative branch in the province where I am moving to, they failed eventually after back and forth communication they told me I will be refunded which has not been the case since last year Aug (2017) Now I need answers from them or recourse to expose this institute of their many lies they even tell you before you enrol in the school.
