No interest in new business

Dealt with one consultant since February who failed to initiate any of the changes to policies that were discussed and signed. Numerous follow ups's and excuse was the administrator had not submitted paperwork. Met again, promises made, then silence. Submitted a request on the company website for another consultant to assist - no response. Sent a follow up email (11 September) and another follow up email today still with no response. It's obvious they are not interested in new business. I have numerous policies and thus no need for new policies, not sure if this is the reason for the lack of interest.
