Unhappy with my refund

To whom it may concern

A month back I was at fairprice Germiston where I told them I need a refund back an my reason for that was I won't needing the item I layebyed, because i am relocating to Bloemfontein for good and they said I need to come and get the refund because the store didn't have enough cash and which i told them I am not come back that side. Please help to understand a way forward.
