Failing to refund my money

I purchased kitchen cupboards on lay-by. I was told that I have to wait 2-3 weeks for my refund on cancellation of my lay-by. The store doesn't have stock, I am told to wait and when I want refund to go purchase where there is stock I am still told to wait for 2 weeks or so.
