Explicit Roofs - deposit not refunded

I have been quoted by Mr Willem Theron of Explicit Roofs in December 2018 to erect a steel roof structure on my farm in Bela Bela and did he request an upfront deposit payment of R 10 000 which I paid. He promised that the roof would be erected before they close for December. The date was set for 15 December 2018. After numerous promises and a hundred excuses to this day the roof has still not been erected! After I then cancelled the contract he has been promising me on many occasions that he would refund my money and finally on 9 February 2019 he refunded me R 3000 only. Since then none of his promises for further payments has been keep. Please be very careful before making any upfront payment to them!
