Incomplete work and short changed

<p>I enlisted the services of Expert Tar Surfaces in December to conclude tar work, deposit of R11 000.00 was paid and Ishmael ands did not return to complete the work nor refund monies owing to me. My telephone calls and messages has fallen on deaf ears and I guess this ship has sailed with my money. What a *******.</p>
