Are security companies above the law? Do they not need to follow the rules of the road

I had an altercation with a driver of one of their bakkies this morning in CT CBD CAA 196778. I have tried calling the phone number on their website with no response. heir driver was driving down a one way, single lane, no emergency on hand, refused to move and insisted I had to reverse into oncoming traffic. He was verbally abusive and plain rude. I want to know are security personnel above the law?
