Unreliable, lying, Business owner

Owner ordered online advertising. Demanded ad be changed until he was 100% happy and then for 2 months, made excuses he would make payment for the ad and never did. Spoke with owner last night, promised to pay and still nothing. Just lies. Not a reliable person and definitely wont recommend him to clients. What kind of service will he offer?
