Excellent achievers and their driving school is refusing to give me lesson but i have paid the whole fees.

Good morning, I am a student at Ukzn Howard college and i am doing my driving licence with a company called excellent achievers which is based at UKZN westville. I have been having trouble to get the instructor to give me lessons since the day i payed all fees that was due to them, every since that day the instructor always cancels when i make a booking for my lessons and when i send him messages on Whatsapp he does not respond, and when i call him he does not pick up. My driving licence date is in 2 weeks and i do not know what to do, i was thinking of going to the police station and open a case but i do not if they deal with such cases. please help me my driving test is on the 4th of January 2019 and i have ran out of options since i am a student and cannot pay the fees again.
