No delivery no refund

I ordered a dress in October of 2015. It is Jan 2016 already and i have received no delivery. Apparently they were out of stock the first time I complained and asked about my order. Recently about a week or two ago, they informed me that they are out of stock again, as I chose a different dress. However they refuse to refund me and they ignore my request for a refund. This is absurd and they are steeling people's money as we pay and receive nothing
