Surplus charges for foreigners surprise

I rented a car from Europcar and when picking it up said I didn't want any extra insurance. I get my bill and it says that I had the superior waiver coverage, not even the standard. I contacted them and they said it was because international drivers have to get the surplus coverage unless they have international insurance. I do have coverage through my credit card, so I sent them the paperwork to prove it, but they wouldn't take off the charges. <br> <br> IF SOMEONE HAD ASKED OR TOLD ME THIS BEFORE HAND I WOULD HAVE GLADLY PROVIDED PROOF OF COVERAGE. What a ****.
