Non-existent insurance (Super cover?)

On the second day of my rental, taxi bumped me from the back while I was standing at the robot waiting on the red light to become green. Damages were very subtle, however, I still followed the official process explained to me by your call centre agents, quit my work, took the vehicle into branch and made a police case. When I returned the vehicle I asked your staff what happens now and they explained I don't need to worry as it was not my fault. Now week later, I still haven't received invoice and my rental deposit was not returned.

However, I just phoned your call centre for the explanation and they told me that I will receive my deposit only once claim has been processed. So to summarise; you will keep my money, until you retrieve the claim from the 3rd party and that who knows might even take a year or never happen? What is the point of super cover then and what is the point of taking the insurance at all? Is that how you cover your customers in the situations like these?

I am extremely disappointed and I doubt that my company or anyone I know will ever rent from Europcar SA again.
