FRONT BUMPER DAMAGE = R16,806 IN CLAIMS!!!

On the 13th March we flew to Jhb from CT and rented a car from Europecar Lanseria. Being late at night, and having not given much attention to all the required forms and the waiver options, we were soon out of there and on our way to Randburg. Just after our departure I noticed that the car headlights were set at its nearest or lowest setting, i.e. a couple of meters in front of the car, and having fiddled in the dark looking for the beam setting swith I eventually gave-up and completely reduced my speed to about 70km/hour as it was very dark and I could only see a limited distance. Just before Cosmo City, a dog ran over the road and I unfortunately struck the dog damaging the bumper on the front drivers side. I stopped at the nearest garage, removing part of the damaged bumper. Upon returning the car, an incident form was filled in. Yesterday I received an invoice totalling R17,715.21 of which R16,806.55 relates to the front bumper. Surely this is **************** for a Toyota Etios XS Sedan front bumper!!! What can I do? Who can I complain or appeal to? The ombudsman can't intervene until I've escalated to matter to the insurance company. Which insurance company?
