Europcar and Refueling tricks to make a quick buck

Good Day, minutes prior to returning a Europcar vehicle, I fill the tank at the Engen in ORT were the petrol attendant and I can see the fuel right at the top before closing the fuel cap, thereafter returned the vehicle. Europcar still charged me R22 for refueling.

Absolutely bad service.
