Charge for refuelling when returned with full tank tank of petrol

Ref *** I have hired a Datsun go on 26th April 2021 returned the vehicle with full tank @ R354 about 21 litres. My invoice , charge for refuell at R194 for 7 litres as I have been told. Have contacted them ,no response on query
