Admin fee that's 77.5% added on a traffic fine

I recently took a trip to cape town and as part of the deal, we were given a europcar vehicle for the duration of our stay. Everything was well, until 3 weeks later when i received a email informing me i had received two (R400) speeding fines while in Cape town. I don't dispute and i'm willing to pay. But there's a catch, Europecar charges an admin fee per ticket received that is 77.5% the fine amount, a further R310 on top of the ticket fine for simply forwarding the fine to the driver of the car. What's even worse, the service provider they use for processing those fines, charges an EXTRA 18% to process that fine. In total, for a R400 fine, you'd be paying R784 and in my case, twice that since i had two fines. DAY LIGHT *******. They say terms and conditions, and yet the figure is never written down, so they can literally charge anything they feel like. NO WAYS this is right.
