28W Halogen Bulb Faulty

<p>I purchased a pack of 2 halogen 28W ***** in candle bulbs and only one of them was working. I tried to tap the faulty bulb and it would flicker for a bit with a blue colour towards the bottom. This is very annoying as I can't keep going back and forth to return 1 bulb!</p>
