Day shift does nothing to assist

Went to hospital for a emergency with a referral letter from GP. Was there from before 17h00 and only at 20h00 night shift dr wanted to send me for a scan. Night shift staff was only one who tried to help me but was not able due to my medical aid being closed. But my question is why do someone need to wait for night shift to assist you and why does day shift do nothing, and why have a private hospital if it takes 4hours for assistance.
