Refund for Double Ticket Purchased

Who can one report Ethiopian Airlines and BudgetAir.com to - is there an authority. I had to buy 2 tickets for one and the same passenger on the same flight and date- because of an Incorrect first Name - they did not refund the one other ticket but was allowed to fly having 2 tickets
