Being threatened and ****med but the call centre numbers are UNANSWERED for 2 days!!!!!!

Got a whatsapp message from someone who claims to be Inspector Msomi from ethekwini water, showing me a photo of my house from google maps and a notice stating that they need to install water restrictors. he then asked me for R300 so that he will not proceed. I tried calling the ***** department and national call centre number but nobody answers.
