Whats the point of the EAAB?

I reported a complaint against our Rental Agent (Celsa Properties) who represents our Landlord (Combined Developers) who although we have met all the terms & clauses of the Rental Agreement, Combined Developers has opted to withhold our deposit? Celsa as the Management agent recommended post the final inspection sign off with their appointed inspector, that we should be refunded full deposit (have this in writing). The Landlord is now in breach of the Lease Agreement and Celsa are opting to do nothing about it. I logged the compliant with the EAAB as Celsa is NOT fulfilling their mandate which is to protect the rights of both parties and uphold the agreement as set out in the legally binding Rental Agreement. EAAB basically sent, what looked like a generic response to say that it "does not constitute misconduct" & "they will not pursue further" and has refused to respond to any further emails and the telephone number just rings. We have logged with the Rental Tribunal... again another waste of time as they have not responded in the agreed time frame. So if these two institutions cannot help us... or refuse to do so... who can? It is so frustrating... the Landlords has a team of lawyers (big corporate) and Celsa is to scared to engage on our behalf even though they agree that our full deposit should be refunded. Now we are stuck in the middle and +R40,000 out of pocket!!! Shocking! This is why these big corporate continue to get the upper hand on hard working people who are just trying to do the right thing and get by!! And these pathetic institutions with the vision statements on how they help ... do nothing but send generic, disinterested emails so they can tick their checklists & pat themselves on the back for job well done!
