Still waiting for study guide material 2 months after ordering!

I ordered and paid over R1000 for the PDE4 Study Guides on 28 August (2 months ago). I had planned to write my PDE exam on 11th November snd still have received no study materials. After numerous failed attempts (via phone and email) , I miraculously reached them about 3 weeks ago and was informed that the EAAB had run out of study guides and were waiting for new printed stock. They could not tell me when this was due to arrive. I am deliberately holding off on paying to register for the 11 Nov exam as I have no idea if I will have study materials in time to prepare given that it is already now the 27th October. How on earth do the EAAB plan to get agents qualified when they are unable to provide the necessary materials to write the exams???
