No response and they are forever offline

I lodged a complaint against an Estate Agent in Klerksdorp on the 14 August 2017 and I was told to wait for response withing 14 days. When I did not get the response and I called to find out what is happening. I was told my complaint was not registered because their system is offline even though I got an email confirming my complaint was registered. I lodged a complaint again on the 30 August and I got a confirmation email again that my complaint was registered. I called a week later and I was told again my complaint was not registered because they are offline. They insist that we lodge complaints online but their system is forever offline. The estate agents are treating us badly because they know we have nowhere to complain about them.
