***** against agent

I reported a matter to the board last year September regarding an agent who collected money from tenant and did not gave me a cent till today. That was *****, and reported that to them and to date the agent is still practicing with the different agency. There was no action taken against the Agent, my concern is she will do this do another person ans why is she still in such business if she will commit *****???? Why is the EAAB board in existence is the first place if we have to report people and nothing is done, where is the law here or are those people who are not doing their work not getting any discipline and who do we complain to if EAAB is not assisting us course I have send several mails to them and there is no response at all. I need answers
