Estate Agencies Board unreachable about breach of P.O.P.I. Act

My complaint is that I get many calls from Estate Agents who know my name, my cell number and my property. I first tried calling the Estate Agency Board but thats a waste of time. Then I looked at their complaints form and its like writing a three hour exam. Clearly designed to dissuade you from complaining. Someone is selling databases to Estate Agencies and this against the P.O..P.I. act, but when I mention it to the callers they either dont know or don't care.
