EAAB does not attend to ********** agent

Please can someone assist me???? I put in a complaint last year Nov 2014 on the website form and after phoning and complaining about 15 times, eventually got some attention. The agent i was using to rent out my townhouse is NOT REGISTERED and therefore the EAAB needs to do something about this according to their HANDBOOK, POLICY'S AND PROCEDURES. This AGENT continues to lawfully do business and has done so for the past 5 years. After back and forth emails with the EAAB all they have done is send him a letter and obviously this \AGENT"did not respond"
