the insurance are not refunding me for hospital expenses

I was taken to a hospital for check ups on the 5th of September and I could not use the medical insurance as the hospital did not accept it. I have been trying to claim form the insurance and I was asked for an accident report which I sent the reference number and the police station number. I am told that the police station needs 150 for the report. I am not sure how is that possible and why is it affecting my claim. I do not have a car as it was damaged during the accident. I cannot go to the police station again. I'm not happy with essential med and I have cancelled my insurance. I hope they do refund me. I am physically and emotionally exhausted from this
