Wrongfully fined

I got disconnected without using electricity *******ly I am now told to pay a fine of R6000 for them to reconnect. Why must I be fined for doing nothing wrong. I buy electricity that I can o ly afford when I don't have money to buy I stay without electricity so y am I being disconnected as if I have connected *******ly. I am only living my life the way I can sin e I'm unemployed, eskom can not disconnect my electricity for buying what I can.. I'm unemployed I can't be stressed by eskom wanting me to pay for a fine while I am buying electricity even now there's an electricity I bought which I have not yet used and already this is the 3rd month without electricity please help me Peter.
