without power for more than a month

I paid my Eskom bill after I was cut off. My landlord told me to pay 1300 and the rest the end of the month. I paid the full bill on the 1st and is still cut off. I went to Eskom and they told me that I have to pay a further 2400 and a few cents. I called my lawyer who called them and she said she spoke to them and the lady was about to put the power on when her supervisor said that the box was tampered with; and they are investigating it. Surely they can investigate what they want but cut me off before the investigation? Last year Jan. I was cut off but paid the full bill and the reconnection fee, my landlord had to pay anther 2500 security deposit. Then about 2 months later I was cut off again so I went out and showed the guys the receipts and they called in and re-connected me again. so now they are accusing me of tampering with the meter. There is no way, they said that I am supposed to be disconnected but is connected, all year long I have received accounts and paid more and went from a surplus to a deficit in two months that is impossible
