Waiting for a month for a new metter box

A month without electricity no Eskom no tecnitions Wich we were told!!staying with my mother who's 84 years of age with Asthma. We waiting for a new metter box paid the R6000 Wich they ask for but nothing please anyone advise if Eskom Bellville are open?
