Undertaking not honoured

I app**** for electricity installation in November 2015. I was advised that electricity will be installed within 90 days. The reference number is *** and the pol number is 03B03. 90 days expired but no one bothers to give me a courtesy call to advise me what is the cause of the delay. Please advice why the delay. I made plans based on the within 90 days undertaking.
