Unacceptable 'service'

I moved into a new property last year. The previous owner concluded a 'move out' with Eskom. I duly completed a 'move in' request telephonically with a call centre agent, sent through documentation etc. I did not receive a bill. I followed up with Eskom and received no results. Several reference numbers later Eskom has no record of my request. It is simply logged as a 'fault'. Eskom contacted the previous owner saying that my electricity will be disconnected. The previous owner wanted to supply my details which Eskom did not want. Therefore, after absolutely no communication with me despite my efforts, Eskom threatened to disconnect my power due to non-payment of a bill I never received. I visited a walk in centre on the advice of the previous owner. The consultant confirmed that only 'faults' were logged. There was no other record of my request. How is this possible? This poor level of service and clear negligence needs to be urgently addressed. Over and above this there is now new documentation to be signed. Clauses to the effect of compelling a client to pay whether he or she receives a bill or not is contained in the agreement, failing which interest will be charged. This needs to be investigated from a consumer protection perspective especially given the fact that Eskom does not provide timeous service. I am in complete disgust at the disregard displayed by the employees of this company. It is unthinkable these people escape the consequences of their negligent conduct to their own clients, whilst those same clients have to deal with threats and unjust results such as the disconnection of an essential service.
