Three years no electricity

Our transformer was declared blown up three years ago and we have approached them with a petition that we want new transformer with new metre boxes so that we will start buying electricity but our request has fallen into deaf ears,what worries us is that there are people who also doesn't buy but they have already been replaced within 4months .we really feel this is personal issue,we want to find out what is the requirements for us to get connected back 3years isn't a joke
