Shocking objects in my house due to poor quality and service rendered by eskom in my house and pole of only four houses.

I have reported an emergency power shortage wich led to objects in my house shocking any one who touches any steel objects in the house.. I expected an emergency follow-up to occur since the nature of my call is of high priority. Below are the people who gave me the references also they send a technician who only drove past my gate without stopping and hooting then he went on and close the reference without fixing the proble stating he had no access to my house which he never even stopped. I saw hi drove past my house while I was coming back from work. Ref ********** 30 and Ref ********** 08 names pule and helerenah. I want the technician to be traced as I want to log a law suit since we are getting shocked in my own house but we got no electricity and eskom is taking my concerns lightly. Please help in escalating this matter. I don't have money to bribe technicians for them to fix my electricity problems as thats what they want. Full stop
