Refusing to pay deposit back after 2 and a 1/2 months

I rented a house through Just Letting, starting in 2012, for a year. The landlord worked for Eskom. I heard that they transferred him away from Cape Town, so Eskom Holdings Ltd. took over ownership of the house. We then started renting from Eskom.
I dealt with a lady called Linda Philips. I kept on asking her for the utility bill, so I could pay the water. Nothing happened. After a year, in November we got a notice from the Municipality saying that they were going to cut off the water if the amount for Rates and Taxes were not paid. I this forward to Linda, and I left it at that. We then got a notice in our mail box that the water had been switched off.
At that stage we had a 6 month old baby and a toddler. I then complained to Linda and nothing happened. I contacted the Municipatality to get the bill so that I could pay it, but it was in Eskom’s name and they would not give it to me.
After a week of complaining, I found out from Linda, that Eskom would not pay the bill, because it was in the name of Eskom in Cape Town and not in the Name of Eskom Holdings in Germiston, I’m not sure when this was sorted out, but I got the bill and paid it direct. The water was then turned back on after a whole week of absolutely no water.. not even a trickle. I then again asked Linda for bills nothing happened.

A year later the same thing happened again, I got the noticed, I called and emailed Linda with no response. There was never any communication from Eskom with a statement, or a notice saying Linda had left. No notification was given to me regarding who I should contact or any new contact number. So after two weeks of trying, I paid the bill again and deducted off the rent. I thought that I would get a call about the rent being short but nothing.

In September 2016 we got an email from Maryna Maritz, asking to view the house as they were going to sell. I then asked via email, for a balance sheet, to see what was still owed. I was paying R200 extra every month for the water, so that I would not be dumped with a big bill. Nothing happened until I got mad again and in November 2016, I got a Balance sheet. It said that I owed +- R14k. I gave all deposit slips and proof of payments that I had made for the two water accounts and the burst geyser. This took until January 2017, after I moved out, to be sorted, except for two issues. I then got mad again, and asked for her boss Lanie. I thought that it might help, but no joy she was even worse. I had to start from the beginning again with her, it was like the past 3 months had not happened. Even though Maryna had included her in and she knew about all the things I was not happy with. This took another 2 months for her to come to an agreement. They were charging me for things that they had no proof of the amount, and I kept on asking for all the bills. Then it came to the interest on the account that the deposit was placed in. During the 3 months, I kept on asking about the interest on the deposit. She came back to me and said that it was 0.75%. I said it was not. At the end I found out who was in charge of Finance, Willie. I explained to him that the interest at the bank on a savings account was 5.5% and that according to the Rental Act, it must be invested in a Savings account or a Fixed deposit. He took two days and came back with a spread sheet with what needed to be paid to me. He emailed that to Lanie, I have the email, and told her to make payment. He sent this to her on Monday the 13/3/2017. No reply from her. I emailed her yesterday and today 3 times to find out if payment was made. Nothing. I then contacted Alta, who has taken over from Maryna, and asked her to find out for me, she was the only one who was helpful. She came back to me and said that Charmaine said 3 weeks. I asked Alta for Lanie’s bosses number. Then Lanie emailed me and said that they were willing to pay the money without the interest, but I was not willing to give them my bank details until they had confirmed that they were going to deposit the correct amount. Now I had to wait, she said that it would not help if I went to her boss. I asked for a contact number. I’m still waiting.
I do not think that it is right that I have to wait another 3 weeks after I have waited 2 1/2 months already. The Rental act says that payment should be done within 14 days after the property has been vacated. Please will you help me as I am getting nowhere with these people.
