R8000 bribe for a basic service

high disappointed with Eskom in the sterkspruit my neighbor is an elderly who has been without power for over 3 years. She has never had electricity in the property as the house is newly built. She is told she must pay 8000 as bribe for electricity to be installed. What happened to service delivery where must a pensioner get 8000 from?
