R25,000 bill from Eskom incorrect meter readings

I received my Eskom February bill and to my horror it said i owed R25,000!! I can see that all the meter readings have incorrect opening readings and I also had one meter changed which now says that that i used 15920 units! I have been phoning since 24/02/15. I have three reference numbers *** / *** / ***. I have called the contact centre about seven times now over the month and even took time off to go into the Randfontein office. I have phoned the credit control telephone number they gave me and it just rings. I am now starting to receive emails and sms saying this account is outstanding and I must pay it. I do not know what to do. If they switch me off I cannot pump water so how will i water my animals and the humans living on my property?
